We don't maintain that; we distribute only a precompiled wget.exe,
(no scope for adding a README to that), and a verbatim copy of the 
original GNU source, to satisfy our obligations under GPL.

The only reason we provide this at all, is to facilitate users who 
wish to install mingwPORTs.  If anyone would care to volunteer to 
maintain a more comprehensive binary release, then please see:
http://mingw.org/joining_the_team

...this is *already* explained in the README accompanying MSYS, 
(which you were invited/encouraged to read at the end of the 
installation process).  The restriction is *not* specific to wget: 
it applies to *all* native win32 executables, and it is removed 
from MSYS >= 1.0.11; therefore, the warning is more appropriate 
where it already is, in the MSYS README, rather than in any other 
package, (such as wget, in this case).
