This is what the top level config/mh-mingw file host fragment does in GCC trunk: # Add -D__USE_MINGW_ACCESS to enable the built compiler to work on Windows # Vista (see PR33281 for details). BOOT_CFLAGS += -D__USE_MINGW_ACCESS BTW, this thread is an example of the kind of confusion that is bound to arise with separate mingw64/mingw32 developement. Although mh-mingw is (or should be) used for ming64 host. it won't do anything with mingw64 headers.
