Check the regexp in the configure script that checks for the minimum
required makeinfo version.  For a long time it could not cope with a
version number that was more than a single digit after the decimal. 
This was only recently fixed upstream (since texinfo versions >= 4.10
are relatively recent) and I'm sure that such a fix would not be in a
tree as old as gcc 3.4.
