I'm not sure what we wish to do is a redistribution, i.e. I don't think sentence iii. is triggered by our use case. I agree, if it were, then it prohibits our use. In that case if we wished to use the PSDK for reference anyway, we'd may have to consider a special licence for the w32api headers (but that's a new thread).
