It gets errors during the build. Download the cygwin setup.exe installer from http://www.cygwin.com/setup.exe Run the cygwin installer creating a setup in the c:\cygwin directory path. Selecting "use IE settings" seems to work from behind a firewall. The ftp://cygwin.osuosl.org seems to be a good choice to download from.
