Is it possible to use another linker? The linker is part of binutils. The startup code and standard C headers are part of mingw-runtime. Your needs seem very limited, so could try building your system without those things. If you need the gnu linker or the C system headers, you'll find out soon enough. The startup code may be the hardest thing to dispense with, but if you don't need things like 'stdout' initialized for you, then perhaps you could write your own, but it's pretty exacting work and probably more trouble than it's worth to save just downloading it.
