Several possibilities: a) You are merely using some other software package tarball. Then you should not need autoconf at all. b) You are developing or changing this package yourself. Then you should be able to change AC_PREREQ, or just create a tarball with "make dist" on another system where recent autotools are installed, and use that tarball on mingw/msys. c) Of course, you can have (a) but with bugs in the package, so that normal "configure; make; make install" still needs the autotools.
