Err, have you visited ActiveState and the PHP site?  They supply Windows 
interpreter binaries.  Neither has anything to do with MinGW.  I would 
take a wile guess that their sources could conceivably be compiled with 
MinGW and MSYS, perhaps requiring some effort, perhaps out of the box. 
But that is probably besides the point, if you just want to run scripts 
in Windows.  Go to the sites below in turn.
