So add -static to LDFLAGS.  You still need -liconv though.

Did you read Luke's response?  The configure test is not adding -liconv,
and without that it's never going to work, regardless of anything else. 
What configure script is this for?  What's the corresponding code in
configure.in that is doing the checking for libiconv?
