I agree, such circular dependencies cause version control problems and other
build headaches. By circular I mean, app depends on dll, and dll depends on
app. If you change either you may need to change the other and wiull need to
release both together, when you could have just updated one. Is especially a
problem when interfaces change.

The usual best practice is to design in layers with higher layers using and
depending on services of lower layers.
