If added to mingw-runtime then all versions of MinGW GCC would have the 
issue resolved, where as patching libgcc would require a release to 
achieve the benefit.  I suggest that we add them to the mingw-runtime 
where the gcc version is less than x.x and also add the patch to GCC.  
The x.x is to be replaced with the version of GCC containing the fix.  
At some point in the future after GCC is patched and enough time elapsed 
the mingw-runtime patch can be removed.
