I do not know about the cross-compiler issue because I do not use cross 
compiling, but I can answer your second question. Make a variable in 
your Makefile called CCFLAGS and put all your compiler options in it.

For example, you might have:
CC=gcc
CCFLAGS=-O2 -s -pedantic-errors -W

Then you can change your compile options on a single line. As an 
example, you would compile your test program like this:
all : test.cpp
	$(CC) $(CCFLAGS) -o test $@
