[Mingw-users] Are OpenGL headers and libraries included in MinGW distribution?

While being on the subject of graphics libraries, what exactly are the
OpenGL'ish libraries (libopengl32.a etc.) that come with MinGW? 
No OpenGL header files are included in the distribution, though. Why?
