Initial Comment:
Some languages / sublangs that I was trying to use were
missing from winnt.h

I found the correct values at the following locations
in the MSDN docs:
Langs:

http://windowssdk.msdn.microsoft.com/en-us/library/ms776255.aspx

Also from here (LANG_SERBIAN_NEUTRAL and
LANG_BOSNIAN_NEUTRAL):

It is amazing how many different places the language
definitions made!
