__WIN32__ is used for this throughout.  If it is missing for a
compiler, it is explicitly defined in one of the first sections in
tcl.h.

C/C++-wise this is not the recommended way to do it (__WIN32__ being a
reserved identifier in C/C++), but it works and has been like this in
tcl.h for some time ;-)
