This is actually a cygwin bug.  It should be fixed in cygwin1.dll
version 1.3.4.  Barring any show stoppers, this version should be
released next week.

So, 'dd' should then just work once the DLL is updated.

As a workaround you can also do this:

  mount -b -s \\.\a: /dev/fd0

and reference the drive as /dev/fd0 .
