So the idea is that you could, for example, rubble one hex of a 3-hex wide building in scenario setup (or map editor I suppose), so that during the game if you rubble a second hex the final hex collapses too because 2/3 of hexes have been rubbled.
Currently this can't be done with the map editor since you can't make rubble hex part of any building, so if you replace a building hex with rubble in the map editor, the rest of the building becomes a 2-hex building, not a 3-hex building with one hex rubbled.
Damaging or adjusting building CF in the scenario setup was suggested in the thread above.
