Initial Comment: When trying to connect to a repository over HTTPS nothing happens (using 4.3pre11). I've also connected directly with the file:/// protocol. Others have reported problems with the svn+ssh protocol. I haven't taken the time to test that one properly, but that doesn't sound like your problem. Is it possible for you to post more detail about the repository you are trying to access?
