#42 Changing "Hide final EOL" should take effect immediately

Changing Hide final EOL should take effect
immediately after propertychange, not only after
reloading a buffer, but not with reloading the Buffer
from disk, because the buffer may be changed and the
changes should not get lost.

Sorry if this is a dupe, but I have many bugs to post
and am too lazy to check them all for dupes
currently. :-)
