It doesn't really - it's an unfortunate consequence of the way I
originally wrote the code generator. I've submitted a patch set to the
tracker that should fix this problem: the time taken now should be
roughly linear in the number of scope types, rather than the number of
scope instances. For example, a test with ~65000 instances now takes
about 2 seconds to translate compared to around 6 minutes before.

Could you try this with your code and see if you get a reasonable
speed-up? Then we should be able to close pr2445739.
