Not yet, because...

This policy is needed first.  It doesn't currently work to test
conditionally-compiled options in all.dem because the script
can exit with an error if the option has not been configured.
[I'd like to change that behaviour, but that's a whole other discussion]

OK.  So I'll change the default to --enable-histograms and add all 
the demos to all.dem
