If I had to do that, I'd use a log scale:

set logscale    y
set yrange      [0.1:1000]      # Shows "User" (and zero spam!) better

That's what I use for my graph on www.horsfall.org/spamlog.pdf for logging 
my mail/spam stats.

In your case, I guess it would be [1:1000000] or something.
