You can do it easily yourself by "bind"ing arrow keys into commands like "set xrange [GPVAL_X_MIN+100:GPVAL_X_MAX+100]; replot" on gnuplot 4.1 and "set xrange [GPVAL_X_MIN+100:GPVAL_X_MAX+100]; refresh" on 4.3.
