In Col1, if a REF land unit attaching a settlement has a Man-O-War adjacent to it (but not necessarily adjacent to the attacked settlement), it will get a "Bombard" bonus of 50%.

Are you sure of the second part ? I'm asking because Man-O-War used to end their turn on Colony-adjacent tile which resulted in huge losses among them; if they could give their troops the bombardment bonus without getting their hulls on the line of fire, this behaviour would seem really isane... .

Absolutely, that behavior is present in the savegame i attached.
It may be a difficulty level thing, the savegame attached is on Viceroy level.
