#165 School+statesman: "a special skill is required to work this location"

Trying to put a statesman into school emerges dialog saying "a special skill is required to work this location". This is somewhat misleading, more helpful message would be "teaching this skill requires university". Same for all other skills, like blacksmith/college etc.

Yup, it looks misleading. Though engine-wise, it would be more like -
"Blacksmith skill is of too high level to be taught in Schoolhouse"
Which also sounds sensible, IMO. In ruleset unit-type has "skill", while building-type have "minSkill" and "maxSkill".

The message in 0.11.1 is "The skill of the unit exceeds the maximum skill supported by this location."
