I can see that they are too frequent, but it is happening more like every 8-12 turns in the test game I have. Please attach a saved game where they are arriving every turn.

Here is the only and last save together with the complete Autosave history. It's true that it is not EVERY turn, but almost every turn, which significantly differs from my previous experience with the game.

Cool. The autosaves nailed it, thanks for that. Should be fixed in git.2a1a625. Setting to Pending until next release, for which this bug is strong justification.
