With git.fe25481, no horse production occurs. With the attached save game, examine Roanoke. It has 50 horse and 3 surplus food so it should be breeding horses. I have seen the same in another game so it should be reproducible with a fresh game.
Major hacks are underway with production, so failures are currently to be expected. Further bug reports are unnecessary at least until the obvious problems as reported by the test suite (run "ant test") are gone. Specifically, do not expect horses to be produced again until "testPasture" stops failing.

Production should be much improved, and possibly even consistent with what the "Show production modifiers" menu entry displays. Is it working for you?
Yes, horse production is working now. It also feels stabler somehow, but I can't quantify why.
