Free colonist in 100% rebel colony produces 3 silver in the mountains (I thought it must be 2)
Looks like the whole rebel production bonus is overrated or something.
Not sure why you think this is a problem. Basic production with a free colonist is 1. Production bonus at 100% rebel is 2. 1 + 2 = 3, which is what I see with the "show production modifiers" menu entry.

If this was a Col1 incompatibility, there is an existing effort to sort this out in BR#2629. Closing as duplicate.
