Here are some of the unfinished tasks for Audacity 1.1:

* UI for the new lossy export prefs
* Plot Spectrum feature for new sample formats
* Detect and load translation files

None of these are blockers for 1.1.0 -- we could release a beta with these
features still unfinished.  My list of "blockers" is:

* New project file format
* Build on MacOS 8/9
* Document new features and changes

The first one, new file format, is the biggest.  I think we should definitely
finalize the project file format before making any beta 1.1 releases.
