I don't think it is such a big deal as you do, but the fact it matters to you matters. I think it is definitely an improvement to provide more information about Windows 10 on the audacityteam.org site. So, in short, if you have text you want to put there about Windows10, that is fine with me. It does not need to be checked in to SVN or GitHub, and we can't check it in to Google code anyway. My suggestion is that you send the updated version of the file you want to replace to me and Buanzo, and have Buanzo commit it to the site. That keeps me and him in the loop.
