Hi Christopher,
I'm not a developer, so can't comment on your question about IPC messages,
but I'm interested in the accessibility of Audacity.
You may well be aware of the following, but just in case you aren't and
they're useful:
- There's an audacity4blind mailing list, and the members might be able to
give you useful feedback on any additional functionality you're planning.

- There's a Jaws script for Audacity:
https://dangmanhcuong.googlecode.com/files/Jaws%20Script%20for%20Audacity%20V2.0.exe.
(The authors are members of the Audacity4Blind mailing list)

- Joseph Lee, an undergraduate computer science student at UC riverside, is
interested in NVDA app modules for audio editors. I don't think he's looked
at NVDA yet. (He's a member of the NVDA english users mailing list).
