[Audacity-devel] final decision on releasing rc3 as 1.3.13 final

We had some concerns about the Win Unicode version of rc3, but I think
the question is resolved now, that its MSVC runtime DLL's are the right
choice.

Let's get final input on whether there's any reason to not release rc3
as final.

It's only a little less than 24 hours, so I propose we decide by 19:00
UTC on April 10. If no objections by then (that RM thinks warrant
stoppage), we'll release 1.3.13.
