I think there is a case for keeping "Variable Duration Silence Generator" as it is useful for anyone that wants to insert multiple silences of a fraction of a second. If the built in Generate functions either remembered the time format last used, or used the same time format as the Selection Toolbar then I would agree, but as the time format always resets to "seconds" it can be rather tedious entering fractional times.
