Yes, selecting in dropdowns solely with arrows works fine in any dropdown in Preferences (including device selection in Audio I/O) - the problem seems to be with Device Toolbar. I can click the dropdowns in Device Toolbar to expose the list and then use the arrows to move between all five items. It needs someone else to check who has multiple sound devices. I think you need to set the level with the Windows Control Panel, move the slider in Audacity, change device in Device Toolbar, and see if the slider moves.
