Hi, what you are describing is a file format issue, not a sample rate issue. In Audacity, you can open the alaw WAV file and then export it as signed 16 bit WAV (see Audacity preferences / File Formats / Uncompressed audio format). If you want to write a program which does this automatically, you could use libsndfile. This is what Audacity uses too to achieve this functionality.
