does appear to have been taken down (Forbidden) as I have been 
warning about for several weeks now. 

Will someone please redirect the Windows download link on
http://audacity.sourceforge.net/help/faq?s=install&i=lame-mp3

either to: 
http://spaghetticode.org/lame/

or to Buanzo's copy of this page, at least as a short term measure. 
If Richard has no alternative hosting available, my offer is still open to 
host a page of offshore 3.97 links similar to Richard's.
