[Audacity-devel] what are the mailing lists for?

So, a recent blow-up on the [audacity-users] mailing list has got me wanting to make sure I understand what the various lists are supposed to be for. Let's say a person has just downloaded Audacity, and he is having problems. Is the following list correct? 1) He should try to solve the problem himself using the manual, FAQ, and posted tutorials. 2) Next, he should post a question to the Audacity forum. 3) Failing that, he should post a question to the [audacity-help] list. Clarifying, the [audacity-users] mailing list is SUPPOSED to be for experienced users to share their tips and tricks for using Audacity. That is, "How do I get the delay beat-matched with the track, " not "How do I burn a CD with my edited mp3s?!?" Correct? Further, the [audacity-devel] list is for DEVELOPERS to communicate with each other. And occasionally for "I'm having trouble making this change to the source" for would-be developers. Correct? What's the difference between the Audacity forum and the [audacity-help] mailing list? User preference, or should one be used over the other for certain types of questions? Where is the right place to report bugs? The devel list? A bug tracker? The wiki?
