I have one additional note: We have to look at the reasons why people download VST plugins for use with Audacity, and I think it relates to the fact that the effects currently built into Audacity are not sufficient for many tasks. Most users would not really need plugin support at all if the built-in effects were sufficient. E.g. it would be much better if we just had a decent Reverb built into Audacity than refferring people to an additional download which has to be manually installed, which can then be controlled by a more than sub-optimal auto-generated UI without sensible default settings. If Audacity had a decent compressor, limiter, reverb, and maybe duck-fader, most people would be satisfied with that. And those that would need advanced effects are probably better off using something like Ardour/Jack anyway. I strongly believe that Audacity would benefit a lot if we would decide on a set of effects and then try to incorporate code from existing plugins (Freeverb, Steve's Limiter etc.) into Audacity and write a decent (i.e. easy-to-use) user interface with templates and the like.
