Yes, the "Generate: Click Track..." command should bring up a dialog asking for tempo and number of beats, and then it should insert a click-track waveform. This works for me on WinXP with Audacity 1.2.1. Maybe there's a problem with Nyquist effects on your HEAD build? Note: If you can't get the Click Track effect to work right now, you can use any quick "clicking" sound to test the latency.
