Initial Comment:
I did all quests related to children (see travel log below) and become Susi's friend, but I did not get the achievement. I have also compared with other player and no quests are missing.

I think that might be related with changes around the quest states for the
quest, lunga told me that he made it around three years ago for the last
time, so this might be in relation maybe?

Hello :)

You solved all quests which are needed for the achievement. Can you please
check if it works, when you repeat the IcecreamForAnnie quest and
ChocolateForElisabeth quest? I'm not sure if the achievement just counts
when they are in the "eating" state, means when they aren't in a state
where you can repeat them again...
