    I do not think this is normal. And I think that this is unlikely to be due to RAM, at least I did not notice a significant RAM consumption when using VeraCrypt. But I do not know how much memory you have and how much free memory. But I can assume that the problems with mounting are due to conflicts with the letters of the disks. Maybe when mounting you use the same letter that is already used by an external disk or a USB stick?

    Have you tried to specify a specific version of PFR (SHA-512, etc) before mount? And, as far as I know, using the PIM parameter, you can adjust the number of iterations used to verify the password / keyfile.     And in general, it's very strange that VeraCrypt makes some changes in the partition table, because it is NOT NECESSARY to do this. The partition is already extended with cfdisk (because VeraCrypt can not do this itself). Therefore, VeraCrypt need only fill this partition with random data and increase the file system inside it. Why does VeraCrypt interfere with the partition table?
