This interactive program forwards all incoming connections to a given host and port. The data rate per connection can be limited or inhibited completely. Individual connections or all connections can be terminated.

This is useful for testing the behavior of software under slow network conditions.

The program uses the Qt library and has been tested on Windows and Linux. It should run on all platforms supported by Qt.
