Check out the unichrome xxmc xine-plugin at 
http://www.sourceforge.net/projects/unichrome. It should be able to do 
what you want. It accelerates mpeg1 and mpeg2 with CLE266 hardware, and 
can do dvd menus.

I'm trying to get this into xine-cvs, but I'm not sure how to accomplish 
that.
