Is there any particular reason why you would want to view the .dat 
file? Xine handles VCD's fairly well, much better in any case than the 
last Windows player I used.

With version 0.9.2 you just type:

xine -s VCD

to get a list of all the playable parts of the VCD. There are skip 
buttons (it varies depending on the "skin" or gui you use) to let you 
skip the "tracks" (like the trailers before the movie proper) you don't 
want to watch.
