That is very good question. Since we aren't supporting ANSI binaries anymore we can't distribute them either...
But maybe it would be nice (especially in this old stable branch) to still allow people to build their own installer with old runtimes and with support to older Windows versions. I don't know if it is wort the trouble...

I uploaded a new version from the patch. The note about the VC runtimes installer is refreshed and it drop the ANSI files from the installer.
The installer installed the ANSI files really only on Windows 9x/ME/NT4 systems. So if we keep it at the installer, they will never installed and blow up the file size.

Good point about ANSI files. Lets remove them from the installer.
