the most propable reason is that file(s) contain some non-printable 
ascii characters. And WinMerge then detects file(s) as binary files. 
This detection changed between 1.7.1 and 2.0.

If those files do not contain any confidential data, can you submit a 
new bug to SourceForge and attach those files?
