It depends on what you downloaded?
To install WinMergeSetup20.exe, you do indeed need to be administrator
because it tries to update some system files.
But those system files only needs updating on older Windows versions, so if
you run on a fairly new Windows version (I think Windows 98 or Windows 2000
or newer should do it), you may want to try WinMerge20-exe.zip instead.
To install WinMerge20-exe.zip you don't need to be administrator, but you
need to have some tool to unzip the file (most people use WinZip, but there
are a lot to chose from). Then you just unzip it to where you want it
installed and you are ready to go, if you want shortcuts in your start menu
or other places, you have to make them yourself.
