#279 Invoke tool programs for dirview items

How about user-defined set of programs ("Tools") for
open selected files with?

I mean, while we improve directory compare, it really
becomes more usable for directory sync/management too.
Instead of adding hard-coded items e.g. "open to hex
edit", "backup", "calcl checksum" etc we should allow
user configure programs.

We can have one dialog where user can add and remove
external programs. Giving name and command-line for
opening program. Then in directory compare context menu
"Open Left" and "Open Right" submenus having list of
these defined tools.

For example:
Open Left >
With Registered Application...
With External Editor...
With...
-----------------------------
Backup
Calc Checksum
Hex Edit
