#1702 Detecting matching lines incorrectly (2.8.0 and prev)

Comparing two text files, one file has extra blocks of lines added. Sometimes WinMerge cannot properly detect which are the added lines. Example provided.

Properly detects that lines 129-158 of LEFT.TXT are added.

Lines 309-368 are also added but WinMerge thinks the new lines are 307-366.

The following lines should be side-by-side: 307-308(LEFT)&277-278(RIGHT) but instead you see: 367-368(LEFT)&277-278(RIGHT).

    Two similar files but this time they have exactly the same number of lines. Each line should match with the corresponding line in the other file but if you look at line 3562 you will see that WinMerge fails to match the correct lines together.
