this is surely a weird one.... apparently if the drive was used before, then formatting works as expected. (i just did load"$" from the fresh d64) shrug
if you feel like it - doing some binary search on when this behaviour started would help perhaps :)

this goes a long way back... WinVICE-2.4.6.28040-x86 fails, not sure if i can find any older versions here, have to check my other systems.
ok, i found out:
WinVICE-2.4.1.27001-x86 - works
WinVICE-2.4.4.27473-x86 - fails
sadly i have no compiles between.
Related to bug #959, and a 1571 format bug as well.
should be fixed in r35360 - please retest
now it does work.
